Just a passing thought about the major TV Networks, advertising and the Conventions

The same major Networks are more than happy to take in the hundreds upon hundreds upon hundreds of millions of dollars that will be spent on 30-second ads that air day and night aren't willing to give the Conventions more than just a couple of hours of free air time.

It sort of begs the question, who's in charge here? Aren't the licenses that allow the broadcasters to use the public air-ways dependent on them providing even a bare modicum of public service? Even C-span, a creation of the relatively-unregulated cable industry gives both Conventions full coverage, gavel to gavel, and then as many of the ancillary events as they can get cameras into.
