I've never seen or heard of such a thing, but then I've only been on the internets since CompuServe back in the '80's.
BTW, I did check my speed this AM and I got my normal 100Mbps download speed on WiFi and using a VPN.
I'm only paying for 50Mbps but I think that tier is gone and I'm grandmothered in or something.

I unplugged my router for 15 seconds and plugged it back in. Problem solved. It just needed to reboot.
