capacity magazines. It maybe wouldn't even be that big of a difference if a guy actually had a fully automatic weapon. You can shoot those things quickly and accurately on semi-auto and not blow through your ammo too quick. They just cranked out a bunch more magazines before the ban went into effect and demand made the price go up, but everyone that really wanted them could still get one.

No one raises hell much about the ban from the 30's on full auto guns, because it was for a good reason. They are extremely lethal weapons of war. It's getting more clear that it's not whether you have a fast rate of fire or extremely fast, it's how many rounds you can accurately fire.

Militaries all over the world train their troops to mostly use semi auto on their select fire assault rifles. So those AR-15's and AK's are in effect the same weapons troops around the world use in combat.

Go through the same procedures;

background checked,
finger printing,
photographed,
registration in a data base
pay for a $200 tax stamp for each gun,
and $100 for each magazine, regardless of size.

The 2A exists whether people like it or not. If you want real action on guns it will need to be repealed, if not there's little to be done. I guess you could have the SCOTUS review it again, but given the current makeup of the court I doubt that would be productive.
