On edit - The Romeo is a 50s design... but Russia sold the design to China and later to Korea. The Korean versions are either imported from China (in the 70s) or built from Chinese parts in Korea.
Reports last year imply that Korea took one of these Romeos and modified it with scrap parts from old Soviet Golf II subs to be able to carry a couple of missiles in an expanded sail. Photos in the news today look like it's the same "newly built submarine".
I wouldn't consider it a significant strategic asset at this point.
