Yeah, I know, it's kinda' like the question the guy asks when he's pulled over for speeding: "Shouldn't you guys be out chasing criminals?"
However, the "failure to use turn signal" claim is kinda' in the "broken tail light" excuse - why are you really pulling over this person?
Yes, it IS a tough job - and I would NEVER want to do it, but still, there has to be some basic understanding of the constitution (oh, wait, if the cops have to have it, shouldn't............ well, I digress).
There should be more to this story. Let's hope the TRUTH comes out and we can have faith in those that we expect to follow the rules of the law - on ALL sides!
