5. Trump had tweeted that he is granting Fed emergency to NC b/c Sen Tillis requested it BUT only

the Gov (which happens to be a Democratic Governor!!) can request it by the LAW. Maddow noted Tillis is up for re-election so it seems Trump is tweeting him the credit for the Request!!

6. He also lied about the Democratic Governor of North Carolina asking for

a State of Emergency in anticipation of Dorian - the piece of shit said he declared it because Senator Tillis requested it. As Rachel is pointing out, only the governor can make such a request and it was the governor who requested it.
