Yes, the Feds can force Cali to not require stricter standards.

BUT - auto development isn't a short-cycle thing. The car companies have been planning, developing and building for the old clean standards for a while now; even if Trump managed to eliminate ALL standards and regulations, it's still cheaper for them to just bring the 2020-compliant cars to market.

This is absolutely infuriating, meddlesome, and completely non-Conservative (State's Rights durrrrr), but realistically Ford isn't suddenly going to rush a clean-sheet engine that gets worse economy. Hell, the pressure of the standards is why crossovers are now the best-selling segment across the US *and* Europe; people love them some SUVs and now they sip gas enough that even at $8-10/gal they're as viable as sedans.
