Why does Ramney need to be in Louisiana?

What is the purpose? I could understand the political motivations of it if Louisiana was a swing state, but it obviously isn't.

Or if he was a LA, MS or AL native, I could understand him visiting. Or if he was an elected member of Congress that had control over the purse strings that doled out emergency aid. But neither is the case here as well.

So what is he doing there? Who does he think he is? Isn't he just tying up the first responders with his massive entourage?
