It's the one thing Obama has that Fat Donnie can't take away by executive order. And it's something he can't buy or bullshit his way into getting.
Wanting the Russians at a signing ceremony is just strange. It's like IQ45 can't do anything (win an election, attend the G7 conference) without Putin there to hold his hand.
