Big problems on the ferry from Freeport to Florida — announcement just made that any Bahamian without a visa must now get off. This is not normal. Nornally Bahamians can travel to USA with passport and a printout of their police record. This is a mess.

4. Here's the distinction...

Airline passengers go through a CBP pre-clearance process at Nassau Airport, and thus the US Government can turn away refugees before reaching American soil. The ferry does not have pre-clearance, and the Government doesn't want to deal with people's right to enter after they arrive.
