To understand the tension in the Bahamas since Dorian you need to follow

the Comments page in the Nassau Tribune. There are people in New Providence who are very upset that their own fellow citizens have been evacuated to Nassau.

There has always been tension between the Bahamians and their Haitian citizens.
The greatest Bahamian of Haitian descent is of course the great Sidney Poitier.

Their per capita GDP is more than most countries, less than the US. Don't forget that the US accepted help from Mexico after Katrina. Why didn't the US provide for that small percentage of its citizens in Louisiana as easily? A much larger percentage of the Bahamas' land and people just got whallopped - are there enough obscenely filthy rich Bahamians left to pay for all those who lost everything?
