Just to review the Israeli post-election phase...
Neither Likud (Netanyahu) nor Blue & White (Ganz) can currently form a majority.
Neither Netanyahu or Ganz will agree to a National Unity Government with the other as PM.
The only uncommitted Party (Yisrael) won't form a coalition with Likud if Shas and United Torah are included, and won't form a coalition with Blue & White if Arab List is included.
