Something else that could be happening is that undetectable bombs could have been planted at certain places (downtown Manhattan, Hoover Dam, near the Capitol, for instance) with evidence shown to high-ups in government to prove they are there.

Hell, since all it takes to get a hotel room anywhere is a good credit card, I don't know why big hotels haven't been blown up by terrorists.

But, this is just speculation. I have decided not to live my life in fear.
