that all began in 1982, and though the new POTUS wasn't directly implicated and the scandal mainly centered in non-Executive Branch actions, and on more players in the other two branches and in the intelligence communities...

Do any of these possible charges sound familiar; a certain "helpful actor;" and how it shook out eventually:

The following criminal statutes may have been violated by certain high level X officials and private individuals:
`18 U.S.C. Sec. 371--Conspiracy to commit an offense.
`18 U.S.C. Sec. 654--Officer or employee of the United States converting the property of another.
`18 U.S.C. Sec. 1341--Fraud.
`18 U.S.C. Sec. 1343--Wire fraud.
`18 U.S.C. Sec. 1505--Obstruction of proceedings before departments, agencies and committees.
`18 U.S.C. Sec. 1512--Tampering with a witness.
`18 U.S.C. Sec. 1513--Retaliation against a witness.
`18 U.S.C. Sec. 1621--Perjury.
`18 U.S.C. Sec. 1951--Interference with commerce by threats or violence (RICO).
`18 U.S.C. Sec. 1961 et seq: Racketeer Influenced and Corrupt Organizations.
`18 U.S.C. Sec. 2314--Transportation of stolen goods, securities, moneys.
`18 U.S.C. Sec. 2315--Receiving stolen goods.

Does this "actor" of 1992 ring a bell: After several Congressional investigations concluded wrongdoing by the X Department and called for the appointment of a special prosecutor, Attorney General William Barr in 1992 appointed lawyer X to investigate...

In a second to last action: The bill, H.R. XXXX was introduced in the House on [snip for exact date, 1994], but died without any action by the Democratic leadership in the waning days of the 103rd Congress.

Finally, and after several deaths of possibly "involved" government and civilian persons largely maligned and/or incarcerated, the new Congress threw a crumb to the injured party, that allowed it and the multiple conspiracy theories to slip into the abyss of American high-level scandals.

Can you guess which one? I hesitate adding the source of these facts as so much of this scandal and those that might have evolved from it became so much fodder for conspiracy theorists but google the name of this scandal and you'll find an abundance of related pages to dig deeper.
