because his first explanation didn't help him. He claimed, first, that the described conversation couldn't have happened because he knows a lot of people are listening in, so he wouldn't have said anything improper. When that explanation didn't make the controversy go away he decided a "spy" (no doubt from the Deep State) must have been secretly eavesdropping. But because Trump is galactically stupid, by alleging unauthorized eavesdropping he tacitly admits he said something he shouldn't have said.

Note that he has not said, "I have never offered any kind of promise or quid pro quo, implicit or explicit, to a foreign government in exchange for any agreement to help me politically or personally." If he hadn't done that thing he would have said something like that but he hasn't.

and ruined the GOP (along w/ the complacent GOP thugs) who are constantly breaking the law (legally or illegally) to retain all power illegally (or legally). As the financial crisis showed, a lot of the scumbags responsible for the 2008 events never were charged w/ crimes (because the things they did weren't crimes then). Today, there are numerous teapot dome laws in place that these gop thugs and rump are ignoring, thus continuing to break the law.
