It all comes back to Russia.
Trump clearly saw his threat as a win-win. If Zelensky agreed to his demand, he'd have a foreign country concocting a fabricated story about the candidate Trump clearly fears the most. But if Zelensky refused, the U.S. would be saving $250 billion in military aid, which would weaken the Ukraine to the benefit of -wait for it - Russia.
