What is this crap about Obama raising the oceans?

I've seen several references to mock him but don't get it. I'm sure the smart people here have an explanation at the ready.

presented that was using humor about all the expectations for Obama.
I think the oceans reference may have been in there.
But that was humor, and was making fun of people presenting Obama as a Superman.

It is scientifically proven that the oceans are rising and climate change is driving it. The rise will displace huge populations worldwide. Since when is killing the planet a punch line and harming people a punchline? These are some sick fucks.
