I don’t know enough about comics. I would think a villain from the Tick would probably be the most like Trump—evil but also a complete dork.

I can't see or hear him without thinking of one of three movies:

Goodfellas
Casino
or
The Departed

But he's also like Rupert Pupkin in The King of Comedy

So I would call him a Scorsese character.

He's a monster that's grown out of that meme. You could make up a comic book character about a being that was created in such a way. Kind of gives me the willies.

-Has no clue as to his own incompetence
-Has no idea people are laughing at him
-Personally humorless
-His face a flat affect as he creates chaos around himself

Only it's fun to watch Drebin at work while it's terrifying to watch Great Leader tRump.

though he's a TV character, not from comic books.

For those who are not Dr. Who fans: Davros was an evil genius who created an army of evil and twisted creatures called Daleks. They were grown from cells from Davros's own body or mulched from captured enemies They inhabit robotic outer bodies that resemble salt shakers with a couple appendages sticking out near the top. They roll around shouting "exterminate!" and kill every non-Dalek they see.

While agent orange is not a genius, he does strike out at innocents and blame them for his own crimes. His final solution was to rid the universe of all forms of life except Daleks.
When The Doctor foiled the plan, Davros, with his last dying breath, accused The Doctor of being "the destroyer of worlds!"
