Re McConnell hotlining request for whistleblower complaint -- can just one No vote stop it?

I've read some items in the last few minutes suggesting hotlining could be a way to kill this quickly, without too many Republicans having to vote on it.

Many people here and on Twitter seem to be assuming that hotlining means immediate, automatic passage.

Hotlining is the practice of bypassing regular Senate procedures and moving legislation through to a vote with little or no floor debate in an attempt to pass the legislation through the unanimous consent of all Senators.
