How is the POTUS considered "outside of the intelligence community"

when he is the boss and in charge of the intelligence community?

Seriously. He can fire or hire any of them. He can give them orders and his position entitles him to any information he requests.

The argument that the whistleblower report doesn't have to be reported because Trump is outside of the IC is absurd.
