Was this scheduled for awhile, or only within the past few days?

Puerto Rico suffered the biggest theft -- about $400 million taken.

i thought at the time that he threw in the school at ft campbell because it was the perfect distraction from the real crime.
i dont remember the details, but basically all the overseas projects that got cancelled were connected in some way to dealing w russia.
and so it has come to pass.
but i suspect they know it will come out.
