"Talking points" are Republican policies.

They have no ideas about how to make our country better.

Their only ideas are about how to respond to charges against them or their opponents with "talking points".

Whatever the issue might be, they have a talking point for it. They have great confidence in their ability to communicate and spin any issue, favorable or unfavorable, to their point of view.

That is why the first thing they did when this Ukraine issue came up, was to print out talking points for their side to use in spinning the story to their advantage.

Too bad, they screwed up and sent the talking points to the Democrats.

playing the "talking points" card when you can't effectively counter someone's argument strikes me as being childish. Before the term was invented (some time in my adult life, I believe) "talking points" were probably considered good things to have to bring up in a debate.

I saw this happen with the word "rhetoric" back in the 1970's. A speaker could simply dismiss an argument counter to their own with, "That's just rhetoric." A political science professor of mine challenged us to look up the dictionary definition of the word, and we were shocked when we read it:

"the art of effective or persuasive speaking or writing, especially the use of figures of speech and other compositional techniques."

Today's definition also includes the following:

"language designed to have a persuasive or impressive effect on its audience, but often regarded as lacking in sincerity or meaningful content, as in "all we have from the Opposition is empty rhetoric"

Yes, words have meanings that change over time, but still, as with "rhetoric" discarding an opinion or point of view simply because it is a different point of view is intellectually empty.

* No quid pro quo.
They mean EXPLICIT, WORD-FOR-WORD quid pro quo.
They IGNORE the obvious intent of withholding critical military aid and funding before having a phone call and literally saying during that call:

Zelensky:...We are ready to continue to cooperate for the next steps, specifically we are almost ready to buy more Javelins from the United States for defense purposes.

Trump: I would like you to do us a favor though because our country has been through a lot and Ukraine knows a lot about it.

Zelensky is literally OFFERING TO BUY WEAPONS and Trump's response is IMMEDIATELY to require a mafia-boss-like 'favor' as if he is a reincarnation of freaking Don Corelone getting Johnny Fontaine out of a bad band-leader contract...this is NOT 'an offer we (the people of the USA) can't refuse'...

Additionally, the GOP's "strategy" (such that it is) calls for a 'real scandal' that does not have ANY proof, ANY bearing on Trump's crimes or ANY basis in reality. It's the MEDIA, then it's BIDEN, then it's CLINTON, then it's PELOSI, then it's WITCH HUNT...but never once is the act denied or explained...it is distract, obfuscate, lie, lie, lie, and lie some more.
