Because they have gotten away with this BS so far, so why not push the envelope and see where it goes.

The Orange One would explode (more, again) if he did recuse.

Barr is a true believer and we know from his past writings he really does not think much of democracy and wants government enforcement of his theocratic principals.

If trump goes so goes all his hopes and desires.
