I wonder what that was all about? Distancing oneself from this administration before Team Kremlin's ship goes down?

if the resignation was from Judiciary or Intelligence... but Homeland Security???

What issue is he running away from: immigration/borders, election security, ... is there anything else?

Or is this step 1 in not running for re-election (i.e. if he isn't going to try to get re-elected then he's gonna phone it in from here on out, so why waste time being on a committee)?
