My guess: Gordon was the primary whistleblower, assisted by Coats. **UPDATE**

I think Coats was on his way out regardless...his measures to protect against Russian electoral interference in 2020 was his parting shot.

I think Gordon caught wind of whatever Trump was doing and had made note of it, and Coats found out. Coats probably had a good working relationship with Gordon and worried she’d get the McCabe treatment if she stayed in any longer. That explains why Coats came into a meeting and urged Gordon to resign with him.

There would be strength in numbers then.

Coats himself was always one of the most level headed of Trump’s appointees. His bemused reaction to finding out—on live television—that Trump had sold out US intelligence to Putin while Putin was literally standing right next to him was arguably the most human response that I’ve seen from anyone in the three years of this administration.

And I long suspected Coats may have been the anonymous author of the New York Times op ed claiming people inside the administration were trying to keep a check on Trump’s abuses.

This is a just a guess and nothing more. But I figured I would put in my bet before whenever the news does break and the levees burst.

**UPDATE AFTER READING WHISTLEBLOWER COMPLAINT**--I now think Coats may have written the complaint and Gordon supplied the information.

Again, just a guess.

I don't doubt the latter will reap his vengeance with some considerable back-stabbing, but I don't see him helping the Dems in any way as a whistle blower.

Dan Coats is an honorable man and I think he stayed as long as he could.

Coats or Gordon have nothing to lose. They went out on a high note.

After reading the Whistleblower Complaint, I think Coats wrote it based on information Gordon (and possibly others) supplied him.

Again, just a guess.
