He has a long distinguished career in the military. I think he got caught up in the tRump regime and enjoyed the power of his position, plus having a direct line to the WH.

He substituted his judgment and experience for the clear finding of his ICIG. He didn't talk to his legal team, who likely signed off on the ICIG's finding.
The WB law required him to hand the ICIG report over to the Intel Committees and he waffled.
When we look back on this after seeing how Trump and his folks reacted, the DNI's violation of the IC WB law might be seen as the action that broke it open. Had he submitted it by law, the WH likely would have asserted Exec Priv to block Congressional inquiries and we'd never have seen the transcript.

(6,960 posts)All we needed to get out of this testimony is that the Acting DNI Director has said under oath that the whistleblower is credible and loyal to the United States.
Furthermore Maguire is backing-up the Inspector General's determination that the Complaint is credible and urgent.
What more to you want?
