Maguire is locked into a chain of command mindset that made him go to CIC first instead of Congress. Sorry to say, he doesn't therefor iunderstand how to be a true patriot, but only a Yes Sir Man.
At least he actually served, unlike the Nunes gang.

It's not a chain of command mindset. You don't get to be vice admiral in the navy by being a "yes man". Your service has to stand out, go above and beyond. He knows what being a patriot means.
He made a conscious choice.
