Those with the character and judgement to do even an adequate job knew that the "honor" of serving under Trump would be inadequate recompense for disgracing their families and committing career suicide. Many good career people who weren't fired outright were forced to leave by their own standards.

Maguire could be a fully aware scoundrel, but my best guess is he's one of the many who were just assumed, by themselves as well as everyone else, to be people of integrity because they followed the rules in in ethical, structured environments.
