By suggesting there are "spies" in the White House who helped the whistleblower, he is reinforcing the notion that the whistleblower got his facts straight instead of trying to discredit his report.

On and leaked. Probably several. He's never been able to conduct his complete corruption with impunity. In a way, Trump's right. No other president has been treated like he has. What he won't admit is that no other president has been so convinced that a dictatorship is better than a democracy. No other president has behaved in ways that so necessitate alerts to the public. In his mind, these alerts are personal betrayals...and he's right.
