Why do you think Trump even tried to fill jobs, acting or not?
Why did he, just as an example, appoint McGuire to the job he was ill equipped to do? Why not just leave the job unfilled? Why did he bother to appoint an inspector general in various agencies?
Why did he even bother with any of this?
