2. This is what I have been thinking for a while.

Once someone finally stepped up everything would start to crumble. They know that he has no loyalty to them and even if they show him loyalty he will not reciprocate. So it comes down to how much crap they can take. How many illegal acts they can swallow. I would bet most of them, knowing they are there only until he gets bored with them and having a better moral code than Trump they will start to just let it all out very soon. All it takes is the first one. We will see. I hope. I just cannot imagine there are that many people who simply work there that are willing to live with knowing these things and not talking.
