How did Congress learn of the whistleblower complaint? Why isn't Trump screaming about that?

I heard it was the Inspector General who investigated the complaint. Trump is accusing those who talked to the whistleblower as being spies worthy of the death penalty but who leaked it, and how much did they leak.

And this is SO bad, he needs to focus on that in between Biden conspiracies.

I was going to also say it would "look bad" if he went after the IG but then I realized that makes no sense. This is Donald Trump we're talking about. He's a moron! :p

The people who spoke to the whistleblower and relayed the information contained within the report did so in the course of their normal duties. As hard as it is for Trump to understand because he is entirely unfamiliar with the notion, most normal people make decisions based on a little thing called "relevant information." Those are not "leaks," they are a large group of people communicating pertinent information amongst each other in furtherance of their common purpose as defined by constitution, law, and policy. You know, a government bureaucracy.

On Sept. 9, Inspector General Atkinson apparently wrote a letter (which has not been made public) directly to Schiff and the Intelligence Committee’s ranking member, Devin Nunes, informing them of his determination regarding the complaint. (Notably, the inspector general appears to have written this letter to Schiff under his own general authority rather than under authority delegated by the whistleblower statute: This type of letter is not contemplated by the statute, which does not contemplate noncompliance by the DNI with the seven-day reporting requirement to the congressional committees.)
