4. He NEVER earned the title of "America's Mayor" because his crappy decisions prior to 9/11

made it worse than it had to be. He insisted that the EOC be housed in the WTC complex which rendered it utterly useless and he denied upgrading police and fire communications equipment which contributed to many deaths. He's a scumbag, always has been.

On edit: Then he enriched himself personally by capitalizing on the tragedy. I'm sure he was more than willing to dig up dirt on Biden because of Joe's famous line in 2008, "The only things Guliani says are a noun, a verb and 9/11."
