Whether he thought it would catch up with him, or thought the Dems were too weak, or any of that.
It's what he does. It's what he has always done, and always gotten away with.
He doesn't think about legal/illegal, he just thinks about what is good for him.

I've seen threads here talk about it like he is making chess moves. He isn't, he is just a thug.
It's the scorpion and the frog fable, it's just his nature.
