Why is MA on a list of states with the most restrictive abortion laws?

I was wondering why such a "liberal" state is on a recent list of the 22 states with restrictive abortion laws.

The reason is that their law bans abortions after 24 weeks unless the mother's life is at risk, or her health is at serious risk. It doesn't allow it if the fetus is discovered to have a missing brain or other condition incompatible with life outside of the womb; or if the fetus has another condition that destines it to a life of suffering.

Section 12M: Abortion; pregnancy existing for 24 weeks or more

Section 12M. If a pregnancy has existed for twenty-four weeks or more, no abortion may be performed except by a physician and only if it is necessary to save the life of the mother, or if a continuation of her pregnancy will impose on her a substantial risk of grave impairment of her physical or mental health.

Women should have complete reproductive freedom.
