This isn't a DoD SCIF. It's the Intelligence Committee's SCIF and the cited DoD rules (which I read and didn't see any reference to criminal prosecution) aren't applicable. The Intelligence Committee has its own rules governing their SCIF and while those rules state that uninvited persons cannot attend a closed session, the consequences of violating the rules focus only on the disclosure of classified material and even then are limited to referring the matter to the House Ethics Committee.
At most, the "protesting" GOPers could have been charged with the same misdemeanor that is applied against those who obstruct Congress (such as the folks protesting Obamacare cuts). But a misdemeanor charge isn't going to be brought against a member of Congress due to the broad interpretation (which Democrats have reason to support as well) given to immunity provided members by the Speech and Debate clause.

(11,885 posts)Who took part should have severe consequences for this, or it'll get a lot worse. Trump conspired to obstruct justice, and commit federal crimes for him, again. Encouraging criminal acts by a president or by members of Congress (republicans) and suggestions of pardons by trump for these people since it was criminal acts shouldn't be allowed to stand. This is what desperation from trump looks like. Distractions because he will be impeached.
