The Dems and Repubs in the hearings can't tell the outside world what is happening until after the deposition is adjourned, so I could see a bug or bugs getting planted so that the Repubs on the outside could eavesdrop and start preparing their counter lies and launching them even before the Dems on the outside could even learn from those inside what happened......

Members have access to the House SCIF whenever they want - and no one is empowered to stop them from entering. However, Members usually have respected the confidentiality of proceedings being held there and only go in on an as-needed basis. They don't barge in to other committee's proceedings or meetings there.

The real problem is not that they breached protocol, but that they breached security and put our national security by bringing in phones and even using them while in the secure facility.
