this is a process vote. In fact, the final House vote on impeachment will be a simple majority vote.

Only the final vote in the Senate for conviction would require the super-majority vote.

This is a vote on a resolution that sets up the "Rules" for how the impeachment inquiry/investigation will continue in the public realm.

It is by simple majority.

The next step is impeachment itself.

That is by simple majority.

You then move on to the Senate, and while removal is by 2/3rds, the fact is that we need only 3 Senators to vote against Trump to get a majority conviction, which would be a great political win given all the circumstances...
