The laws have changed and asylum seekers must prove persecution or other extenuating circumstances to receive Canadian permanent residence.

I think that's pretty much would happen if they tried having a draft now.

The folks that could be drafted now don't even remember there being a draft, and neither do most of their parents. The last guy that got drafted in this country is in his late sixties.

So many people would just not show up that they wouldn't have enough people to go find them.

Hell, they'd have to have another draft to hire people to go enforce the first draft.
