Can someone please tell me how a draft is implemented?

I've seen some kerfuffle on social media about a draft.
Also have seen replies here that it's not possible/probable...

So what's the protocol on this?
Doesn't Congress have to declare war first? (which will never happen)

Or, are all bets OFF since this Administration gives no shits about protocol and could just pass an executive order?
(...and while they are at it, declare martial law and suspend elections...?)

Does Vietnam or Korea ring a bell? (If you don't know, NEITHER was a declared war).

It does require Congress to pass legislation for a renewed draft, however, so be grateful Dems have the House. However unlikely that we would see a draft return, give the unpopularity, here are the facts:

I will definitely read these...Vietnam was ending when I was a toddler, so I don't know a whole lot of that as it happened. Just curious about the details, as I have a teenage son...

There won’t be a draft, but Congress would have to authorize and pay for it.

and signed into law by the president.

The draft does not currently exist.

(So - declaring war would not - without a separate law - reinstate the draft)
