Those who have been railroaded by the "system" will recognize this quote, and the echoes of it down the years.
Spoken by a white Sheriff (played by Brian Dennehey) to a black man (played by Danny Glover) in the 1985 movie, it is a classic rendition of RW power brokers everywhere, and a caricature of small town sheriffs terrorizing black people all across American history, primarily but by no means exclusively in the south.
McConnell is setting it up for exactly this, in a nutshell.

(816 posts)Being in the railroad industry for over 40 years, 30 of which involves representing members at disciplinary hearings, I've often used the term to describe the process as a "fair and impartial hanging".
