they’d have to let him do it. If he just showed up and said he wanted to tell everything I bet they would refuse to allow him to testify.

There would've been no 'they' to stop him in that scenario I don't think.

for not being supportive on his war ideas, or for lying about him after he left. Some people don't forgive slights so easily. See: Trump.

lying war monger sticks with ya. I call bolton a wild card, can't be sure what he'll say or do. He and Impotus have a similar temperament.

9. He didn't want to tell all to House before he nailed down his lucrative book deal

No reason he couldn't have testified the way Tim Morrison, Fiona Hill and others testified. But the all important book deal meant more to him and seems that after he got his book deal he turned over book draft to WH and also agreed to appear if Senate subpoenaed him.
