This week, the Department of Homeland Security has informed vehicle importers and exporters that all exports of New York-titled and registered vehicles will be on hold until further notice.
According to an email sent to vehicle shippers and customs brokers by the Customs and Border Protection agency obtained by Jalopnik, Effective immediately, all exports of New York titles or New York registrations vehicles will be placed on hold.
This development comes as the DHS reacts to the implementation of New Yorks Green Light Law, which allows residents of New York to apply for standard non-commercial drivers licenses regardless of citizenship or lawful status in the United States. The law also prohibits New Yorks department of motor vehicles from sharing data with federal agencies involved with immigration enforcement.

(25,873 posts)I live in New Mexico, and this is a state that allows anyone to get a license -- so long as they can pass the tests -- regardless of immigration status. Which, quite frankly, is as it should be. Refusing to license certain categories of people means that those people will drive unlicensed. Yes, they will. And they won't have insurance. We want all drivers, insofar as is possible, to be licensed and insured. There is zero benefit to refusing license some people, and a huge downside in things like the cost of car insurance for the rest of us.

My guess is if called out they will claim that they cannot verify title information on exported vehicles. Many states issue licenses to non-citizens, but I don't think most restrict CBP access.

(35,332 posts)You want to export a vehicle registered in NYS it means all the documentation with that vehicle is online with the NY DMV. Customs might want to verify a few things about the vehicle--like ownership, perhaps.
There's a new state law that forbids the DMV from sharing this information.

(35,332 posts)But in some states they can check title and ownership and in NYS they can't. If that's the prescribed process for clearing vehicles for export, then it's the same for everybody.
Think about the possibilities--you can export all the vehicles you like under assumed names and ownership, just forge the right documents. There's no way to confirm that the documents are authentic.
Sounds like NYS passed a law to show how just they were but didn't sweat the petty things. Now they get to fix it or just complain that bad people won't pass the vehicles other bad people stole through customs.
They were told in 2016 (yes, 2016) that the law would take affect on schedule in fall 2020 and if they didn't have a good reason for not complying with the requirements they wouldn't get an extension. It's a law passed by every (D) in the Senate and a decent number of (D) Representatives in 2005. However, the NY House delegation voted 19-12, if my count is accurate, against it back in 2005.

(5,478 posts)He's gotten millions in tax relief for his properties and business interests (even given his usual penchant for undervaluing everything for tax purposes, but inflating the value of those same properties when going for loans). New York has a lot of really smart lawyers that could find the loopholes in the city and state's contracts with him and make him pay full fare on all of his NY properties and businesses.
Hit him right back, where it hurts him the worst.
