Can Someone Please Explain This to Me?

From what I've come to understand (correct me if I'm wrong), the WHO had offered the US COVID-19 test kits some time ago and the US declined.

Is this accurate?

I've also read that South Korea (which seems to be doing a phenomenal job with a low death rate the last I heard) also offered the US test kits and again, the US denied them.

WHY?

I've also heard that other countries (and a few of our States) are conducting drive through testing?

Why isn't every State doing this?

COVID-19 is going to burn through the US, make no mistake about it but why aren't we taking EXTREME steps now as to SLOW DOWN the spread, as to not overwhelm our hospitals?

If we could at the very least SLOW DOWN the spread with test kits/quarantines or drive through testing, we could save some lives out there, as our hospitals wouldn't all be overwhelmed at once with far more death than needs to be.

I think another factor is the US pharmaceutical/medical companies are drooling at the money to be made from this.

They want the money from their own tests.

and as to why states can't just create their own or use the WHO tests, the CDC must approve the test.

Apparently now Washington State has their own tests and are using it without CDC approval.
And I believe they have set up the first drive through testing unit in the US.

South Korea administers around 10,000 tests per day.
The USA administered 8 yesterday (approved tests according the CDC stat page).

Working on testing as well.

He addressed this HERE, and has correctly said, "We're continuing to prioritize ramping up testing capacity because the more people you identify as having the virus, the better you can contain it."

Thank goodness we have a truly smart, savvy and proactive governor here. I wish our nation had someone as good at dealing with this crisis instead of the narcissistic anti-science dumbass and his equally dumbass butt kissing cohorts that we currently have.

A year ago it was coming , and was informed of this threat didn't order these test kits be made up in advance and stockpiled. They denied it was bad, and said it was contained, and under control , lying , when it wasn't, and still didn't promote production rates be dramatically increased. Now pence claims they are coming while trump tells the American people anyone now can be tested, when they know its a lie. The failure of trump and this administrations mishandling of this medical health crisis is going to come back to haunt them all for their complete failure with this, and their continual lying about it, and hiding the truth. No wonder the markets are spiraling downward now, they can't trust him, and neither do I. We've only seen the tip of the iceberg with the markets dropping. Trumps just making it all worse now too. Be safe everyone , and stay informed. I think trump intentionally kept test kits from being produced to promote it as a hoax, and then when it blows up more will be effected and he can use that to declare martial law and no election because he knows he won't win this time.
