Why does WV have zero confirmed cases?

In case @washingtonpost or @BuzzFeedNews or anywhere else wants to know “why does WV have zero confirmed cases?”
Here’s why.
The official state hotline refuses to give out testing locations unless you have been out of the country.

District 12 (my family is from there) have and incredibly high recruitment rate and death rate proportional to population.

It's THE way out.

There is travel.

My family is from WV

I think it's under reporting. Lack of tests. Sorry to generalize but it's the epicenter of the opioid crisis.
