Trump's tell: When he can't handle something, he attacks the procedures AND the opponent

Let's look at the history, shall we?

Trump can't handle the presidency of Barack Obama - Outshined by him, a real leader, etc.
What's he do? Trafficks in birther conspiracy theories that attacks his legitimacy as well as the state of Hawaii (Where he was born) and is also insinuating the FEC did not do their job.

Trump can't handle the idea of Hillary Clinton winning the 2016 election
What's he do? Does not deny that he won't accept the election and still insists there was "voter fraud"

Trump can't handle the results of the 2018 election - He suddenly has to deal with a co-equal branch of the government that can tell him "no"
What's he do? Insist that people voted, then went to their car and changed their shirt, and then voted again

Now we've got the coronavirus spreading in the US, getting worse in New York, a situation that requires leadership and cooperation
What's he doing? Attacking the governors, giving them the runaround, and accusing healthcare workers of stealing supplies

Sound familiar?

This administration does not have the collective mental capacity to deal with this pandemic, period.

It employs childish defense mechanisms to hold itself together. It would be merely comical if this person were not the President. In a President, these defense mechanisms have proven to be dangerous and deadly.
