why would Pete Williams, of all people, be quoted on something to do with Constitutional law? Police power is not reserved to either the states or the Executive branch. It has been used by Presidents many times in domestic situations. Just as one example Lincoln used police power to suspend civil rights of newspaper editors who disagreed with him. Some were jailed for periods.

The issue of whether a business can open or not is largely irrelevant. It does not matter what Trump says on that subject because if a governor wants a business to be closed it will remain closed, if for no other reason, it has local and state laws which bind it and state enforcers of those laws. Any business knows it will have to comply with a governor's orders or face big problems. That is just the real world.
