Trump says he'll decide on easing guidelines, not governors

WASHINGTON (AP) — President Donald Trump asserted Monday that he is the ultimate decision-maker for determining how and when to relax the nation's social distancing guidelines as he grows anxious to reopen the coronavirus-stricken country as soon as possible.

Governors and local leaders, who have instituted mandatory restrictions that have the force of law, have expressed concern that Trump's plan to restore normalcy will cost lives and extend the duration of the outbreak.

Trump has pushed to reopen the economy, which has plummeted as businesses have shuttered, leaving millions of people out of work and struggling to obtain basic commodities.

Taking to Twitter on Monday, Trump said some are "saying that it is the Governors decision to open up the states, not that of the President of the United States & the Federal Government. Let it be fully understood that this is incorrect...it is the decision of the President, and for many good reasons.”

I start many of my posts and responses about Trump with that phrase, because he is. Trump does not understand Federalism. He doesn't understand much of anything.

Trump has some authority with regard to the States, but mainly about things that are interstate commerce and travel in and out of the state and in how they deal with foreign governments.

He actually does not have much authority when dealing with internal state security matters.

When I was studying Public Administration a major concept within government processes was that only the National and Subnational (State) governments were recognized as having inherent authority. Counties and municipal government have authority, but are pretty much at the whim of the State Governments.

The Governor has the final say about restrictions within the state, not the President. Trump is delusional.

we have seen him experiment with using medical equipment as a weapon. If he wanted to really get rough, he could shut down military installations, move contracts out of state and use every cabinet office to "persuade" governors his way is best.
