Up to a point. Doing something for the first time is difficult and there are blind alleys and false starts. Of course trump made sure he had as few people as possible in place ahead of time.

All the President has to do is turn to his experts and tell them to take some action. The President doesn't have to actually solve the problem himself. That's the great thing about the U.S. An established government. Until trump came along.
