His partial travel ban was issued on January 31 and took effect on February 2. Theoretically, anyone coming into the country from China was supposed to be screened for fever and other symptoms, though we all remember that it didn't really happen.

On January 30, WHO declared a "public health emergency of international concern". As an health organization, I'm not even sure that WHO can issue travel bans, though they were issuing travel advice as early as January 10.

He's madly searching for someone else to blame!

Congress has already authorized $122 million for the WHO for this fiscal year, and while Trump has proposed only $58 million of funding in fiscal year 2021, Congress is unlikely to authorize such a drastic funding cut, especially in the the middle of the pandemic.
